The project will be implemented on the health structure of the entire Binh Dinh Province, composed of 11 districts in addition to the capital Quy Nhon. The province of Binh Dinh is situated on the south coast of Vietnam, it has a total of one and a half million people and a density of 256 people per km2. The geography is very special, with four specific areas: there is a mountainous area near the border with Laos, a hilly area, one flat and one of the sea-coast, which has a higher density. The health care system in the province of Binh Dinh has a specific need: a functioning provincial system of neonatal care, to implement especially in the districts where the majority of children born. The facilities are lacking equipment and expertise to provide the basic health care to newborns. These key issues, together with others such as poor hygiene, the failure to use disposable tools and activities of sterilization, resulting in high rates of morbidity and mortality at the level maternal and child mortality.

This project intends to act on these needs through two types of activity, namely the provision of the minimum equipment to ensure appropriate assistance in emergency for infants with specific diseases and the organization of specific training courses (from other hospitals and in the form of lectures ) to implement the knowledge of provincial health staff.
